GÖRG advises Stadtentsorgung Rostock GmbH on procurement of future-ready ERP system

GÖRG provided comprehensive legal advice to Stadtentsorgung Rostock GmbH on the procurement, licensing, implementation and commissioning of a future-ready ERP system. The project aims to support the strategic digital transformation of municipal waste management through the introduction of an integrated IT solution designed to optimise core business processes, including financial accounting, human resources management, document management and controlling.

Given the complexity and innovative nature of the project, the procurement was conducted using a competitive dialogue procedure. This approach enabled Stadtentsorgung Rostock GmbH to work closely with the market to develop sustainable, future-proof solutions tailored to the specific requirements of both Stadtentsorgung Rostock GmbH and its subsidiary, SR Technik GmbH.

The procurement process placed particular emphasis on supporting organisational transformation in the context of advancing digitalisation, growing demands on the circular economy, and increasing requirements relating to IT security and system availability. The competitive dialogue was deliberately selected as a flexible procurement procedure that effectively combines strategic and innovative objectives with practical, functional implementation. Following the completion of the participation phase, a series of structured dialogue meetings were held with the selected bidders to develop the optimal solution.

A GÖRG team led by Alexander Pustal advised Stadtentsorgung Rostock GmbH throughout the entire procurement process, drawing on extensive expertise in public procurement, IT and contract law. Technical advice was provided by INFA – Institut für Abfall, Abwasser und Infrastruktur-Management GmbH.
