GÖRG successfully advised K4K Kompetenz für Kommunale Innovation und Digitalisierung eG on the procurement process of a framework agreement for the provision, licensing, implementation and commissioning of an AI-powered chat and voicebot platform for municipal job centres and local authorities.
The objective of the procurement process was to establish a multi-tenant platform solution that enables local job centres and other organisational units to make targeted use of generative AI in the form of chatbots and voicebots for citizen communicating, while leveraging synergies of inter-municipal cooperation. The platform enables standardised yet customisable chatbots and voicebots to realise efficiency gains and sustainably improve the quality of service for citizens.
The procurement procedure was conducted as a negotiated procedure with a preliminary call for competition to account for the complexity and high degree of innovation involved in the procurement, which required specific criteria for a scalable, multi-tenant and data protection-compliant AI platform in a municipal context. Key aspects of the negotiations included technical architecture, integration into existing IT systems, and the design of the operational and support model.
The selected solution makes a significant contribution to the digital transformation of public administration whilst simultaneously strengthening the digital sovereignty of local authorities. By pooling requirements and centralising management via K4K eG, economies of scale can be realised and innovative technologies efficiently rolled out across municipalities.
