Prof Dr Lutz Horn works in the area of administrative law, and German and European procurement law. He specialises in offering advice to public sector clients and contractors regarding procurement for public sector contracts. Dr Horn has extensively published on this topic, and also given presentations. He is also an honorary assessor for the public procurement chamber of the State of Hesse, and a lecturer at the German University of Administrative Sciences in Speyer. Dr Lutz Horn and his team have advised on all major pilot projects in the field of public-private partnerships (PPP) in Germany, primarily for clients at the federal, state or municipal level but occasionally also contractors.

Prof. Dr Lutz Horn has been a partner at GÖRG since 2007, and a specialist for procurement law since 2017.

Before joining GÖRG, he worked as a lawyer at an international business law firm, beginning in 1994 and becoming a partner in 2000. He was appointed an honorary assessor for the public procurement chamber of the State of Hesse by the Darmstadt Regional Council in 1999. In 2008, Dr Horn received a teaching assignment in procurement law at the German University of Administrative Sciences in Speyer.

Prof Dr Lutz Horn completed his law studies and doctorate in law in 1991, at universities in Saarbrucken and Marburg.

He was admitted to the bar in Frankfurt am Main in 1994.
