GÖRG advises the City of Wiesbaden on the Europe-wide procurement process for the reassignment of the casino concession

Frankfurt am Main, 20.01.2026

GÖRG provided comprehensive advice to state capital Wiesbaden on the successful Europe-wide procurement procedure for the reassignment of the casino concession. As a result of the tender process, the casino will continue to be operated by the existing concessionaire, Spielbank Wiesbaden GmbH & Co. KG, with effect from January 1, 2026.

The new concession was initially granted for ten years and includes the option of a one-time extension of five years. This ensures the seamless continuation of gaming operations. The expected value of the concession is in the triple-digit million range.

In structuring and implementing the complex Europe-wide concession procedure, the focus was on compliance with the provisions of the Hessian State Treaty on Gaming. Key priorities included ensuring player protection and addiction prevention standards, as well as preserving the existing range of games in the historic ambience of the casino.

In addition, regulations were put in place to fulfill obligations towards public welfare projects. These include contributions to medical innovations, cultural promotion, sports aid, and ecological projects.

The Wiesbaden Casino is one of the five casinos with the highest turnover in Germany and, with more than 250 years of history, also one of the oldest casinos in Germany.

Led by our Frankfurt partner Dr Kai-Uwe Schneevogl, GÖRG provided comprehensive legal advice to the Hessian state capital in the complex tendering process with a cross-office team. The advice covered complex legal issues in the interplay of public procurement, gambling, state aid, administrative, corporate, and tax law.
