Sebastian Bahr

Sebastian Bahr is a senior associate at GÖRG Partnerschaft von Rechtsanwälten mbB in Hamburg. Drawing on his expertise in public commercial law and public procurement law, he advises public sector bodies as well as national and international companies.

The focus of his advisory work lies in the award of outdoor advertising concessions. In this area, Sebastian Bahr advises, exclusively across Germany, cities, local authorities and transport companies – acting as concession-granting authorities – on the preparation and implementation of the entire concession award process, as well as on the drafting of contracts. He supports the concession-granting authorities throughout the entire process, from the strategic design of the procedure and the preparation of the tender documents right through to the legally compliant implementation of the procedure.

In addition, Sebastian Bahr specialises in general public procurement law. He supports companies in participating in public tenders and, when advising the public sector, ensures that the entire procurement process is structured in a legally sound manner. Furthermore, he has extensive expertise in representing companies and the public sector in public procurement review proceedings.

Another key area of his consultancy work is the law governing funding and grants. In this regard, he advises companies and organisations on the implementation of projects that receive financial support from government bodies. Sebastian Bahr helps to ensure that the conditions for funding are adhered to when disbursing grant funds and that the legal requirements relating to the grants awarded are observed.
